RWDC on October 6, 2021, under CSMAP organized Peer review and Cross Learning among CSOs, which focussed on CSO peer cross-learning about the best practices, achievements accomplished in the assigned project activities pertinent to HEAD issues and beyond,  implemented by the respective CSOs in the district. A total of 20 participants including 6 females and  14 males participated in the event. The achievements exhibited through flex banner and slide presentations were worth replicating by other CSOs. The chief guest on the occasion was the chairman of the Dang district coordination committee Mr. Jitendra Man Nepali, while present on the occasion were ward chairs of wards no 1, 2,3,4, 14, and 17. CSOs including BASE and INSEC displayed their achievements in the program. 
On October 3, 2021, RWDC under CSMAP funded by USAID, technically supported by FHI360 held a program titled, “Policy Dialogue between CSOS and local governments at Lamahi Municipality. Deputy Mayor of Lamahi municipality Devaka Belbase was the chief guest on the occasion, who formally inaugurated the program in the presence of over 20 participants including 10 females and 10 males. Advocate Shubraj Chaudhary facilitated the program on local government policies related to local government operational policy and its gap in the implementation phase and the role of CSOs in the participatory process of policy advocacy.

August 30: Ghorahi: Two days training to marginalized people on the international human rights instruments, oversight, advocacy on August 3-4.

RWDC organized a two days training to marginalized people on international human rights instruments at Hotel city plaza on August 3 and 4 respectively. More than 20 participants including marginalized people from Rajdhani tole, members of common assemblies had attended the two days training. Shobraj Chaudhary was the trainer of the training who explained about the basic concept of human rights, basic concept about fundamental rights given in the new constitution and all international human rights instruments that highlight the human rights. The opening remarks were given by RWDC chairperson Aasmani Chaudhary. The participants at the end of the training at learnt about the basic principles of human rights and related fundamental rights. The participants also learnt about concept of governance, oversight and advocacy.

Organize two-day training on Human Right Reporting Mechanisms and Processes and role of civil society

RWDC organized two days training on human rights reporting mechanism and processes and role of civil society. Binod KC was the trainer. More than 25 participants had participated in the training and learnt about basic concept of human rights, reporting mechanism and advocacy role of civil society in defending human rights. RWDC legal advisor Shogat Bir Chaudhary also presented his paper /slides on the significant role of civil society in protecting the human rights in the context of extractive administration in the country. He also advocated that the administrators in the country still think that they are rulers though the sovereignty lies with the civil society.

Joint Meeting with the CSOs/HRDs on HR reporting process, monitoring, HR reporting to HRDs on August 8

RWDC conducted a joint meeting with the CSOs/HRDs on HR reporting process, monitoring, HR reporting to HRDs on August 8. The main trainer was Binod KC from INSEC who facilitated the one day joint meeting on how to report HR cases and also report to HRDs and also how to monitor the human rights violation cases. More than 30 participants had participated in the meeting which took the first half of the day. The training at the end oriented the participants about the basic concept of human rights and ways to report human rights violations and ways to monitor the rights violation cases. The participants also leant how to write reports related to human rights.

Development of Local Human Rights in line with the National Level Action Plan  on August 8

The second half of the same day on August 8 was held the joint meeting with CSOs/HRDs to develop a local level human rights action plan in line with the National Human Rights Action Plan –NHRAP- which usually comes into operation for duration of five years. Binod KC facilitated the event. This event was also participated by more than 30 participants from various CSOs. Chairperson of RWDC Asmani Chaudhary and founding legal advisor Shogat Bir Chaudhary were also present in both the events who also shared their experience and expertise on the occasion.

Engage civil society champions at district level on August 17

RWDC conducted a visit program on August 17 for the engagement of civil society champions at the district level. The champions including Bhuwan Chaudhary, Chandra Raj Pant, advocate Goma Mahara visited Rampur and Laxmipur region to discuss about the HEAD issues and exchange experience and expert on advocacy of these issues at local level. The local representatives of the government were also met at ward no 1 and 4 and HEAD related issues were discussed for improved implementation. CSMAP project coordinator Hit Bahadur Thapa, Advocacy officer Shiva Chaudhary and Finance officer Sancha Bahadur Chaudhary were also present on the occasion.

Conduct Sectoral Sub-Head Committee Meetings for Issue based discussions on August 23

RWDC conducted sectoral sub-Head committee meetings for issue based discussions on August 23 at Laxmipur during which the local issues related to respective HEAD (Health, Education, Agriculture and Disaster) were raised and discussed extensively in the meeting.

The meeting discussed about the critical issues such as lack of as many as 35 free medicines, lack of grain seeds and fertilizer, lack of rescue operation during disaster and lack of means for online class in education during Covid-19 pandemic. The issues of sickle cell anemia were also raised where the patients are still buying medicines though the government policy is to give them free medicines and Ghorahi Sub metropolis has already given relief to some of the patients in this case.

Conduct Sectoral Sub-Head Committee Meetings for Issue based discussions on August 23

RWDC conducted sectoral sub-Head committee meetings for issue based discussions on August 23 at Rampur during which the local issues related to respective HEAD (Health, Education, Agriculture and Disaster) were raised and discussed extensively in the meeting.

The meeting discussed about the critical issues such as lack of as many as 35 free medicines, lack of grain seeds and fertilizer, lack of rescue operation during disaster and lack of means for online class in education during Covid-19 pandemic. The major issues was lack of technicians at laboratory and lack of manpower for video exray at health center of Rampur besides lack of teachers placement in the schools and lack of wall fences at various schools.

Conduct CA meeting for better citizen engagement on August 24

RWDC organized common assembly –CA –meeting for better citizen engagement on August 24 at Laxmipur where more than 12 participants proactively participated in the local issues (HEAD) related issues. The representatives of HEAD had raised their local issues related to their themes. Advocacy officer Shiva Chaudhary had facilitated the CA meeting.

The representatives of HEAD had raised their local issues related to their themes. Advocacy officer Shiva Chaudhary had facilitated the CA meeting.

Coordinating meeting with HEAD/CSO Coalition on August 29

RWDC held a coordinating meeting with HEAD/CSO coalition on August 29 at Hotel City Plaza in Ghorahi -15 under CSMAP Project funded by USAID and technically supported by FHI360 in Dang district. The meeting was headed by Thaman Chaudhary the chair of the HEAD/CSO coalition. The chief guest of the occasion the founding legal advisor of RWDC Shogat Bir Chaudhary addressed the gathering of  the participants at the beginning while CSMAP project coordinator Hit Bdr Thapa highlighted the need to hold this meeting among the CSO members. The meeting extensively discussed about the evidence based issues raised at Rajdhani tole and issues raised at various CA meetings held from time to time including the HEAD related issues.

The meeting also discussed the ways and means to carry out the advocacy initiatives in the days to come to resolve some of the raised issues related to HEAD (Health, Education, Agriculture and Disaster). More than 25 participants from various CSOs had participated in the meeting. The meeting was concluded with the concluding remarks of Thaman Chaudhary. The meeting was held in the first half of the day while in the second half day the coalition meeting with media was held.

Conduct strategic coalition-building meetings between CSOs and media for initiating joint actions on August 29

RWDC held Coalition meeting between CSOs and media in the second half of the day on August 29 after finishing the coordinating meeting between CSOs in the dang district. The meeting with the media discussed extensively the main crucial issues related to HEAD and other public issues that have impacted the general people during the Covid-19 in the district. The media was briefed all about the issues raised in the first half meeting with CSOs and requested the media sector to support the advocacy on these issues by highlighting these issues in the media as part of joint action. More than 10 media persons were present in the meeting with CSO. Although the meetings were separate yet many of the media persons were present from the first half of the meeting with CSOs which made it easy to understand the public issues raised by CSMAP in the Dang district.

Similarly, RWDC also conducted two more activities related to human rights. Orientation on National Human Rights Action Plan was conducted on Sep 2 for CSOs and local government.

As many as 40 participants representing various political parties, elected representatives, HRDs, CSOs, and media persons had participated in the orientation program. Keshab Sharma had facilitated the session while Project Coordinator Hit Bdr Thapa also had facilitated the session.

Likewise, Sept 3 was set aside for a Joint event with Civil society and local government on HRMIS which was facilitated by Keshab Sharma and FHI360 Santosh Sigdel. A total of 40 participants had participated in the event that focussed on keeping a database about HR.

Likewise, RWDC on September 13 organized a one-day Sajhedari Manch Meeting to discuss the issues raised in the common assembly and HEAD Coalition meetings.

As many as 27 participants including 23 males and 4 females participated in the meeting which was presided over by Mayor Narulal Chaudhary of Ghorahi Sub Metropolis while19 ward chairs while Civil society champions and media and HEAD coalition members and human rights defenders were also present on the occasion. The meeting was also addressed by RWDC Chair Aasmani Chaudhary.

Policy dialogue between CSOs and local government held in Lamahi

Oct 3: Devka Belbasi -Deputy Mayor of Lamahi Municipality inaugurated the one-day policy dialogue between CSOs and Local government at Lamahi Municipality on October 3, 2021, amidst the presence of various CSOs, NGO federation, media, and private organizations.
